Preheat oven to 375°F.
Heat oil in skillet over medium heat.
Add onion and garlic, cook until softened.
Add ground beef, cook until browned.
Stir in chili powder, cumin, paprika, salt, and pepper.
Pour half enchilada sauce into beef mixture.
Remove from heat and let mixture cool slightly.
Place some beef mixture on each tortilla.
Add shredded cheese, then roll tortillas tightly.
Place rolls seam side down in baking dish.
Pour remaining sauce over the top.
Spread sour cream evenly on top layer.
Sprinkle with remaining cheese.
Cover dish with foil.
Bake for 20 minutes.
Remove foil and bake another 10 minutes.
Garnish with fresh cilantro before serving.
