Preheat oven to 350°F (175°C).
Line pan with parchment paper.
Mix crust ingredients in a bowl.
Press crust into pan evenly.
Bake crust for 15 minutes.
In saucepan, melt butter and brown sugar.
Stir constantly until mixture boils.
Boil 3 minutes, then add cream.
Remove from heat, stir in vanilla.
Pour caramel over warm crust.
Sprinkle pecans on caramel layer.
Bake again for 15 minutes.
Remove and sprinkle chocolate chips.
Let chips melt, then spread evenly.
Cool in pan, then refrigerate.
Cut into bars and enjoy!
