Preheat oven to 350°F (175°C).
Line cupcake tray with liners.
Mix flour, baking powder, and salt in a bowl.
Cream butter and sugar until light.
Add eggs and vanilla. Beat until smooth.
Slowly add dry mix and milk. Alternate additions.
Blend until batter is smooth.
Fill liners two-thirds with batter.
Bake for 18 minutes.
Test with toothpick. Cool completely.
Cut small hole in center of each cupcake.
Fill with strawberry jam.
Whip cream and powdered sugar until fluffy.
Spread cream on cupcakes.
Use toothpick to poke two small holes.
Drip jam mixed with red food coloring.
Let drip down like vampire bite marks.
Serve chilled or at room temperature.
