Heat oil in a skillet over medium heat.
Add garlic and ginger. Sauté until fragrant.
Stir in ground beef and cook until browned.
Add soy sauce, oyster sauce, and fish sauce.
Toss in sliced chili and Thai basil leaves.
Cook until basil wilts and beef absorbs flavors.
Remove from heat and let filling cool slightly.
Dip rice paper in warm water until soft.
Place lettuce, cucumber, and carrot on wrapper.
Add a spoonful of beef mixture on top.
Roll tightly, folding sides inward.
Repeat until all filling and wrappers are used.
Arrange Thai Basil Beef Rolls on a platter.
Serve immediately with dipping sauce of choice.
