In a large mixing bowl, combine flour, sugar, salt, and yeast. Add warm water and olive oil and stir until the dough begins to form.
Turn the dough out onto a floured surface and knead for about 10 minutes until smooth and elastic.
Place the dough in a greased bowl, cover with a cloth, and let it rise in a warm place for 1 hour, or until doubled in size.
Punch down the risen dough and roll it out into a rectangle on a floured surface.
Sprinkle the shredded cheddar cheese, jalapeños, red pepper flakes, garlic powder, and black pepper evenly over the dough.
Starting from one long side, roll the dough tightly into a log and pinch the edges to seal.
Transfer the log onto a parchment-lined baking sheet and let it rise again for 30 minutes.
Preheat the oven to 375°F (190°C).
Sprinkle the top of the bread with grated Parmesan cheese.
Bake in the preheated oven for 25-30 minutes, or until the bread is golden brown and sounds hollow when tapped.
Remove from the oven and let cool on a wire rack before slicing.
